GENERAL DESCRIPTION OF THE PROGRAM
In April 2014, Syrian NGOs working in providing humanitarian assistance realized the need for a solid and harmonized voice standing for the humanitarian violations and lack of sufficient support for the Syrian people. As a result, a constantly expanding alliance of Syrian humanitarian NGOs have been formed, currently consisting of twenty NGOs. The primary mandate of the Syrian NGO Alliance (SNA) is Advocacy, and its core objectives and purpose revolve around it. SNA Advocates for the issues that affect, but are not limited to, dignity, safety, security and livelihood of the Syrian people.
The Syrian NGO Alliance is a voluntary body, governed by membership criteria that complies with international humanitarian standards. SNA aims to effectively participate in decision-making for a better effect, qualitative, equitable and efficient humanitarian response. The purpose is to provide a joint platform for SNGOs to collaborate and build consensus about the strategic issues confronting Syria’s Humanitarian Response. The SNA aspires to be an inclusive, representative and independent alliance that is out in front of key humanitarian issues and recognized as a leading actor in the humanitarian community for Syria, helping to enable a functional, integrated structured response that better identifies and serves the most vulnerable.
The core function of the SNA is to facilitate coordination among members by:

(a) Identifying strategic issues,

(b) Advocating for common positions with a unified and consistent voice to influence policy and decision-making,

(c) Sharing information, and

(d) Engaging and Representing the alliance with external stakeholders at all levels.

MAIN OBJECTIVES OF POSITION:

The SNA Coordinator will be involved in all aspects of supporting and leading humanitarian coordination activities for the Syrian NGO Alliance based in Turkey.

TASKS and RESPONSIBILITIES:
The SNA secretariat coordinator is responsible for facilitating coordination between the SNA members including sharing of information between members, and external stakeholders according to guidelines set out by the SNA, additionally, the SNA secretariat coordinator will represent and advocate for the agreed interest of the SNA in external meetings and to external stakeholders in close collaboration with the NGO community. The SNA secretariat coordinator is also responsible for the general management of the SNA secretariat and the support services that are provided through this structure, including day-to-day management of:
 Information management officer
 Administrative officer
 The SNA coordinator supports the work of the SNA through the following key tasks:
 Secretariat quality and management
 Strategic and day-to-day management of the staff, office and budget ensuring timely reporting
 Participates in planning processes in coordination with the humanitarian liaison group HLG and the Intersect or coordination group ICCG
 Increases and enhances the engagement of and input from INGOs
 Coordination and communication
 Ensures transparent coordination mechanisms ad regular information sharing between NGOs with adherence to the information management guidelines that have been agreed upon by the membership
 Provides a conduit for liaison between the members and external stakeholders such as the Syria regional INGO Forum (SIRF), the UN, the NGO Forum, and donor representatives.
 Schedules NGO community meetings and NGO forum steering community meetings, drafts agendas, invites external speakers and follows up on relevant action points including the distribution of meeting minutes.
 Also, the SNA steering committee members represent the SNA at key meetings with donors, the UN and other stakeholders.
 Encourage an active and open dialogue between the NGO secretariat and the NGO community including Syrian NGOs coordination platforms and networks
 HLG and ICCG Representation responsibilities
 Initiate other coordination and information sharing mechanisms among SNA members, as appropriate, to ensure effective and consistent representation of the broader group
 Share the HLG agenda with SNA members
 Share proposals for the HLG and ICCG agenda with the chair of the HLG
 Prepare and distribute notes of the meetings to the SNAs for their review
 Review the HLG secretariat draft minutes to ensure that comments and questions raised at the meetings are reflected in the minutes
 Partnership relations
 Work to ensure effective collaboration between international and Syrian NGOs
 Provides a functional relationship with the Syrian and international fora
 Liaise with NGO coordination platforms in neighbouring countries in the region such as the SURF
 Provide an accessible first point of contact for general inquiries regarding the work of NGOs in northern Syria
 Provides information, briefings, and presentations on the function and structure of the SNA
 Maintain strong partner relations and engages in the identification of new potential NGO members
 Develops productive relationships with key individuals in relevant government as required in close collaboration with the SNA steering committee, including ministries, civil society, counterpart institutions, the foreign and local NGO community, UN Missions, diplomatic missions, other donors, etc.
 Human resources management
 Provide leadership and direction, promote professional working relationships, and encourage staff.
 Lead regular internal coordination meetings and secure staff support.
 Conduct regular performance appraisals identifying capacity-building needs and further career objectives, follow-up, and maintain updated job descriptions

 Respect and apply all the PSEA principles and show high commitment to report any SEA action.

 

Note: the above-mentioned vital responsibilities/accountabilities are illustrative ones. Other future responsibilities/accountability may be assigned to the job depending on the department’s organizational

COMPETENCIES REQUIRED:
 Provide leadership and direction, promote professional working relationships, and encourage staff.

 Conduct regular performance appraisals identifying capacity-building needs and further career objectives, follow-up, and maintain updated job descriptions
 Identify and resolve staff conflicts and concerns in a timely manner Minimum Requirements

EXPERIENCE REQUIRED:

 Minimum 5 years of related experience in NGOs or INGOs.

 Fluency in English and Arabic, and knowledge of the Turkish language is an assets.

EDUCATION REQUIREMENTS:

 University degree in a relevant field.
